A simple file download site is actually really simple to create.

I recently set one like mediashare up for testing purposes and also used Yeti Share. It works just fine with their free version and yku can use remote ftp servers to store files on different servers than you have your webserver.

You would need a lot of resources to manage a file hosting site. Not only would you need to have a web server dedicated for your website, but you would also need a dedicated server to store all your files/images/etc. Furthermore, if you would like to provide some "decent" service, then you would also need to buy some really good specs in terms of HDD and Uplink/Download times. Lastly, you would need to have a UI that flows well and is viewed as "user-friendly" to the customer. More often than not, I have seen multiple file hosting sites that look like complete garbage but boast about amazing specs. It is all these variables that you need to take into consideration in order to make a well-put site. I don't mean to sound harsh, but that is just the reality of it.
Plus a little luck wouldn't hurt.

For the sites like mediafire we would recommend to use XFilesharing Pro script (https://sibsoft.net/xfilesharing.html). There are lot of successful and profitable sites using this script. Script can accept Bitcoins and BCH out of the box.
