ASN registration and ~/40 ipv6 block for anycast ipv6

I am looking for someone who can help me get an ASN registered and a block of IPv6 space to go with it that I can use for an anycast ipv6 network. I presently do not have any resources allocated from arin/ripe/etc.

If you have a surplus of IPv4 addresses and are willing to make a deal for perhaps a 1-2 year lease of a /24, I may be interested in that as well, (I don't absolutely need them, but I would would like to do anycast ipv4 as well if possible )

Finally - I do have one question for those knowledgeable about arin/ripe/etc - If I have a RIPE block but don't live in europe, so long as I also am advertising the block from within europe, I should be fine to advertise it in ARIN-land as well? Or is it a hard limit and I should look into first incorporating a shell company in europe if I want to advertise routes globally?

My budget is pretty flexible depending on what I am getting, I think I have a good idea of what the costs should be and my budget should be sufficient - but it is a personal project so I am being somewhat conscious of price.

I appreciate your time, any thoughts pointing me in the right direction are welcome, thanks!

    No issue at all.

    It is not that expensive, though without an address inside the RIPE region an AS assignment can by now take a while and you'll have to answer some annoying questions - there are 100% secured ways to guarantee assignment in such cases however which do not cost much.
