With the first year promotion (making it $22 a year), they are actually much cheaper than most VPS... And unlimited storage/bandwidth. Their CPU/memory/IO performance is pretty good too, nothing like some heavily oversubscribed one person VPS business..... Dreamhost has been pretty transparent about outages. Depending on what you need, it might be a good choice.
But I do agree their full price is way too high.
