AmeriNoc is the only San Diego LEB provider that I know of, Los Angeles is just about an hour and a half drive away from San Diego and there really isn't much of a difference in terms of latency between those two locations. May I ask why you specifically require San Diego? I would consider looking at the Los Angeles market as not only is it very close to SD but there are much more providers in that area which will give you more variety.

One of my friends just moved to SD, and he wants to find a local provider with a LEB budget.

Is there any reason he needs it locally, Los Angeles & San Diego is very close to each other and latency would still be very low...
@CVPS_Kevin Maybe this is his perference. I have also recommended him LA and Vegas.
http://fibervolt.com/ do San Diego. Not direct via the site, send in a ticket asking if they still have nodes. But to be honest, you can find 50+ providers that do Los Angeles.

Indeed I do, if I had the option of LA though, I would jump on it. Prices for B/W and power over here really are expensive.
