Verelox ( yes ask them ) , Crowncloud ( ask them ) , HudsonValleyHost , XiNiX and HostMyBytes
They all offer resellers. The most easy would be HVH, as they have ready to go plans. with others you get pooled resources with options for KVM and locations like canada ( verelox ).
If you do some research, talk to others, you can find more hosts who would love to deliver what you need.

Yes id say the same just get a dedi.
IMHO, If OP is going to sell 1-10 VPS's and new to the business, reseller package would do fine.
