Have not tested them all, but ServeTheWord, EasyISP and Terrahost works quite well!
Cloud.net is - sometimes - selling 5EUR VPS inside host.no in Oslo. Did not see them in many weeks now though. They are NOT the ones marked with "HOST1" in the sale interface.
ServeTheWorld works excellent but their advertised pricing - i don't think the old like 20% coupon on 3 months prepayment works anymore - is pretty high.
There will be someone selling NO VPS @ LEB pricing (but likely without a sub-40$ yearly) in Q1 '16, but no more info from me on that yet
