Problems moving File Host script/Perl Script

I use XfileSharing script for awhile, most are my uploads but there are WAY to many to start fresh at the moment. I plan on buying the new pro version once I get things settled, But I have 4 days to move this to my new server and NOTHING is working.
First of all everything is RSynced over to the new server, the script is HALF working pages work etc all files show up, Its when it comes to downloading them. As is when trying to download a file it just will go to "FileNotFound" If I turn of generate download links, the file will actually download BUT its ALWAYS a courpt download which makes no sense to me. I have moved this script once before (Took 2 weeks) And I have no clue what I did to make it work last time. Everything is correctly in place.

could be .htaccess, mod_rewrite issue
there's also a settings "allow downloads from" section that needs to be "All IPs"
I've thought about that, but I've copied everything 100% exact. Besides the VPS that it is on.
is mod_rewrite running?
I'd assume so. Never had to change anything before. Cannot test now, As I resintalled the server.
well you'll need to ensure mod_rewrite is working and it'll be good to check httpd error logs
Not to sound noob but how? lol Its enabled under apache. but nothing out of the normal in the error logs besides the same error of file not found which is false. I sent you a PM
Are download links like /download.pl?name=file or /download/file?
It its the latter do you have your server configured properly for redirects?
