Does not work by design.
You will need to update the IP at both ends of the tunnel in order to accomodate the changes. Possible to setup but why would you? You want to do routing over a home broadband line?
Could be done with dynamic dns and a simple script, but will get some downtime when things change. But as @William say's its not really how it should be done. Are both ends dynamic? I'd set up an OpenVPN/OpenSWAN VPN with the server on the least volatile IP using Dynamic DNS.
