Will check. We run a busy site in Dubai (in Alexa top 1200 in UAE) and host our servers in the US.
Now we need some vps with local IP.
It is very hard to find a proper provider, because a lot of them just host their servers in US. UAE means only that they are located in Dubai.

Maybe try contacting BuzinessWare? Support and servers are UAE based (connected to Etisalat and Du). Its over your budget but I guess that's the only option.

From reading this from my interpretation I think it is use of VPN within UAE. I do not know whether it applies to external connections

In the UAE access to content is very limited, for example, Israeli domains, dating sites, some social networking sites are blocked. Even people from Israel can't register .ae domain.
One of our a bit popular website was blocked by Dubai police in May for unknown reason.
