Hi guys,
I'm looking for provider who can give me best offer for Windows VPS, located near to NYC US or UK Kent, if possible 1 core or 2 cores, 30-40 GB SSD disk, 1GB-2GB ram, 1Gbps link, at least 1 TB bandwidth, with WINDOWS server 2008/2012 license included. VPS will be used for MT4, so there will be no fancy and hardcore activities here.
Budgets are: $7 - $10 per month.
Winity.io and NodeVPS LET offer are already on my list. Forget about RunAbove.
Your suggestions and offers are really appreciated.

Since most of Kent connectivity goes through London anyway, why won't you consider London or providers close to the capital too?
