Looking for DDOS Protected VPS
The VPS will be hosting a small website that has been getting DDOS'd lately.
Minimum 256-512 MB Ram
Reasonable Bandwidth
Reasonable Disk Space
Location: Canada / USA
Layer 7 filtering would be mighty helpful.
I do not want OVH as I'm going to be using that as a reverse proxy.
Voxillity or something else would be preferred.
Would like something yearly in the $15-$30 price range.

BuyVM uses Vox, has two US locations.
RamNode uses BlackLotus, has lots of locations in the US.
Maybe since you are using OVH for a reverse proxy, BuyVM has NJ and RamNode has a NY location. But with that budget I don't think you'll be able to get either at 512mb/ram with DDoS protection.
As mentioned, I don't believe you'll be able to get a non OVH VPS including DDoS protection for anything near that price, we utilise cnservers which mainly uses Voxility but it would be too far out of your price range (~$60/y).
That's a tough price range to meet with DDoS protection especially.

if just for ts or website no need get large space vps, just small vps in spartanhost..

to address what you quoted, our montreal line of products is openstack backend and offers much more in features than that of ovh classic vps (2.99/month).
Is their ddos protection as good as Iniz?
Iniz has Layer 7, HTTP floods protection which i really need.

securedragon doesnt support layer 7 protection afaik
