We don't really do illegal activity here, try elsewhere. Maybe an OVH VPS will do you well.
I've heard about justseed.it, but I have no experience with them. For my personal torrents I use one of the romanian providers. good luck.
How much bandwidth do you need?
as much as possible but i think about 1tb-2tb a month will be ok
