LeapSwitch in Porto. I have one there, it is really slow...
Not only the network but the disk I/O and the CPU too.
Unless you need a local IP, there is no visible (human eye) difference between hosting in Portugal or a nearby country like UK, Germany or Netherlands. I tested and compare a few and you cant see any difference.
You can see routes between Portugal and UK (the fastest and better routes I've found) for 30/40ms, this is what you see from state to state in US or worst.
I agree its not upto the mark. We are using Rackspot in Portugal which is very expensive and keeping our prices same across the world is causing performance to be lower in Portugal compared to our other locations.
@MrGeneral has already tried our Portugal VPS and shifted to our Spain location which has much better performance as we colocate there and costs are comparatively lower.

Not Portugal, but there's GinerNet which has servers in Madrid, Barcelona and Alicante in Spain. Some of their staff aren't very good at understanding English though.
