I've never used Proxmox myself but Jordan, the developer of BillingServ mentioned it was pretty solid. It is free- I am pretty sure....

Proxmox Virtual Environment's source code is published under the free software license GNU AGPL, v3 and thus is freely available via code repository (git) for download, use and share.

Proxmox also has the ISO in their downloads section, it's never made me put in a subscription key to use it. Just to have the support they offer.

I haven't used it, but there is also: https://code.google.com/p/ovz-web-panel/

  • Proxmox is pretty good, we prefer to run SolusVM for a few options we can't get with other panels. But i would definitely recommend proxmox if you're looking for something free

What does Solus provide that isn't already in every other panel known to man?

The inability to submit the login form by hitting enter all kinds of other strange bugs. Plus their support is simply awful.
