what max cores can a provider offer in 20$ per month?

hi my budget is 20$ per month and i am looking for a server with very high processing power used for video encoding, loomhosts offers 20 cores with 4gb ram in 7$/month recurring is there any better offer within 20$/month budget?

try vultr, believe they have up up 24 cores, however price is beyond me

A dedicated would certainly seem sensible as most VPS providers would probably consider your use abusive.

And I will bet if you were to use even 2 of those 20 cores to the max they will suspend you for abuse.
