May be worthwhile looking at Winity even if you have your own licence, alternatively just go for anyone that offers KVM and then ask them to pre-load an ISO.

I think the €5/month coupon from Inception is still working on their UK location.
One of the most stable Windows servers I have. (Use it to monitor my LeS and some other servers).

Also RunAbove is a dev environment rather than production isn't it, as a few people seemed to have the VM's terminated.
