I'm looking for a Windows Server VPS to mainly sync Google Drive 1TB with Dropbox 1TB.
For that the connection needs to be really fast but the volume will be low after the first sync (ca. 250 GB first sync).
CPU power should be fast when required, will be idle most of the day.

Why the hell would you need SSD for that?
Cos based on experience with low priced VPS services the HDD performance is hell low with classic drives and would limit a true GigaBit connection which is around 100 MByte/s.
so your looking for 100MB hdd speeed? this is something most of us can offer with standard HDD
Vultr comes to mind but with hdd storage.
