@OP , please read the following as to why $2 offers are not abundant:
Many providers use a payment gateway called "PayPal"; I'm sure you've heard of it.
Here is how PayPal rips merchants (providers) off with ridiculous fees on small charges:

As you can see, it's simply not worth it to take a payment this small using PayPal.
Now, this is over-simplified. PayPal often charges a higher fee than this for international transactions, transactions involving a bank, transactions involving a foreign credit card, transactions involving a currency conversion, etc. and the merchant gets even less money from a transaction.
International transactions do not qualify for merchant preferred fees, so a merchant cannot receive a reduced rate when the customer is not a resident of the country in which your PayPal account was registered in (either Canada or the United States, as these are the only countries with preferred rates allowed afaik.)
Bottom line: Not with PayPal if the provider is sane.

No stable host in their right mind would sell a 512MB RAM VPS for $2 (monthly), unless they are trying to fill up a server. It is not business efficient nor is it sustainable.

Go with yearly, if so, will be cheaper than 2$. Try crissic 15$/year, very good and stable.

I picked up a plan from Kihi yesterday for a small blog, and so far it is pretty damn nice. Charlie replies to tickets insanely fast, professionally, and seems really knowledgeable.
There's no mounting yet, only templates, but I'm sure he will mount whatever you need. He mounted an ISO for me when I wanted to install the OS myself.
The control panel is very basic, but gets the job done.
I like it so far hope they stick around.
