Skylar I am already your client, I have used cpanel personally few times and whm too but I dont have a very deep understanding of them since I mostly use shell. From what I recall you could create packages in whm & then create cpanel accounts for individual domains against one of the packages you created.
Now if I want to provide the user with the ability to create multiple cpanel accounts
1) with a single whm account what license should I buy?
2) & what if I need multiple whm accounts too?
cPanel/WHM on a VPS allows you to create RESELLERS, which gives that account the ability to create shared accounts under their account. Assuming that's what you are after
cPanel/WHM only offer 1 license type.
WHMCS -- billing software, NOT the same as cPanel/WHM.

I am using OVZ512 for almost a month.
So far so good and response time / server speed is great for me. I am pretty satisfied for what I paid, so far. DNS hosting also works awesome and a life saver for newbies like me.
