Live tech support should always be availabe as it's via phone/chat/whatever. W/o that, I feel hopeless whenever I am searching for hosts, (was about 1year ago, until I found IPXCore) and I am safe to say, will never look for a new host any time soon.
So basically a host that doesn't oversell and has extremely good technical support skills and uptime. That's my opinion though.

This hasn't changed much. Performance, uptime, reasonable response time when a real problem occurs, and competitive pricing. Location plays a role but that need can change for the task.
Expectations are more or less known... people want stable consistent vps performance, prompt competent support team response, etc... and all this for not too high price. From other side you can't surprise us with virtualization platform (we got it all already) so main difference can be location. This is still something what can make certain offer more interesting than other.

I don't care for 24/7 live tech support in budget hosting segment. It's good enough that I know that someone will answer me in some decent timely manner and work actively on ticket solution. I don't need support often but when I do I expect that my support ticket will be taken seriously.

i expect 12-24 hours for tech support. if they've got a major problem (like the generator in data center blew up or something) i'll give em 2 days for fixing those stuff.
for linode (or any other premium services), they MUST answer my ticket within 1-10 minutes.
virtualization : anything. but i'm looking for freebsd jail, i used to be the prmgr client in their earlier year (before they switched to xen)

All I really want from any host (budget or not) is consistent performance (I/O, network and CPU), and stability. I don't particularly care about 24/7 support, but I do also expect that if there's a problem (server goes down, or CPU is being abused, for example), they have some kind of monitoring in place to detect the issue, and have someone on-call to take care of it immediately.
And the ability to restore them...

I don't expect anything from a host except for keeping my ordered ressources running with a decent speed. Extra stuff like enabeling TUN/TAP can take 2/3 days
Hardware support.
Network support.
Consistent performance.
I guess that is the idea.
I look for stable redundant networks and stable server grade hardware and
a control panel that will let me do everything I need to do.
I dont care about support. All I want from the company is that they monitor their nodes and that they quickly respond to outages.

Here is what I want from a budget host:
The provider must promise 100% uptime, regardless of hardware failures, network attacks, force majeure, or extraterrestrial invasion. It is absolutely vital that my Wordpress blog with funny pictures of my cat that gets 20 hits a month from my grandmother be available at all times.
The provider must be based in Outer Obscuristan, so that when they get DMCA notices about the stolen sex videos of the royal family that I host, they will ignore them.
Of course, despite being based in Outer Obscuristan, I still expect sub-5ms pings to my house. I don't do anything that is latency-sensitive but I want it to look cool in benchmarks I post in forums.
They must allow IRC, BitCoin mining, torrents, and kitty porn (I have some shots of my cat in action).
I want to run RedDragonUberBSD on OpenVZ and don't want to hear any provider whining that it isn't possible.
The node must have RAID-17 QuadraWarp SSD with gigabyte-speed I/O. Sure, my funny cat blog could run comfortable off 5.25" floppies, but I will run dd tests every day so that I can make sure I'm getting what I pay for and post in forums that performance is "acceptable, for a budget host".
The host must accept FreedomAnarchistKewlPay, which is an digital currency a friend of mine invented that is redeemable for neat forum avatars. The host must also have an affiliate program that pays me in cash mailed to my house.
I am willing to pay up to $1.99/month for this service but of course cheaper is always better.
