He is Add new Email and remove my Credit card. I Received 2 Emails from paypal then i immediately change my password and inform paypal.

Yes. Im using same password on both. Now i change it.

Meet him on Lowend then i order via his web site. Open 2 ticket but still not received server or refund.
How im got money from him?

Im order on 8 JUne 14. Open 2 tickets. But not received good reply.IMP has not response this case after paying. I think he accessed my paypal using same password.

Was there any provisioning time mentioned? If not it might be time to open a dispute.

To be fair, it is slightly suspicious that someone supposedly hijacked his paypal using an email that belongs to another website owned by the owner of ultranet.

So they offered you are refund or a discount with an explanation and you consider that not a good reply? What did you want from them?
Hm... the domain your Paypal was changed to is owned by some Shurash Anand guy in Maharashtra, India. His contact address also seems to be [email protected] is registered in New York, but also has some links to some "Rahul" in India.
Probably coincidence though, are you sure you weren't otherwise compromised? Could there have been a hack of Ultranet?
There is no real proof they logged into your PayPal. If you use same password on both, chances are you use the same for some other sites. Also, ultranetdc reveal passwords on welcome emails, whoever has access to your e-mail could see it too.
His name servers are same.
That does not need to mean anything.
