I am not sure if Paypal also offers it for the UAE but in certain countries you can simply wire money to your Paypal account via a bank transfer.
But again, you dont know anybody with a credit card?

Then I would really look into the Paypal wire transfer option.
Otherwise, simply try to earn some money which goes directly to your Paypal account (someone already mentioned fiverr.com, but there are certainly also other ways).

I don't know why you so big about VPS ? please do little google search before asking for free vps here, there are tons of free dedicated server results from google. dedicated servers are much better than VPS.
If spend money is so hard for you, get a free sub-domain or dot.tk domain, many free shared hosting services out there. For developing, use localhost or virtualbox.

He already has a VPS, but migrating to a free domain may not be a bad suggestion if renewing his domain is an issue.
