it should have 4GB ram, at least 2x 2,4Ghz cpu, 160GB HDD +
linux, price under $20, preferably around $12

Have you thought about maybe Delimeter or Kimsufi?

Xen-PV does not support windows, you can for our servers here: www.iwstack.com, you can also link an arbitrary ISO from the internet.
