Still doesn't mean that he needs to get hosting for 10 years. Okay it might be easier to pay 10 years upfront but it doesn't take very long to pay a yearly invoice.
While there might be no support but if this is some static site there are a handful of free hosts that offer 100mb-1gb of storage.

I'd be curious to see an actual figure, but I'd be willing to wager that the vast majority of sites on the web are in the 1-100mb range for data usage (not counting OS/run time overhead which it sounds like he's not).

Not really... Small HDD & BW with no extras such as SSL/Dedicated IP - low risk to the provider.
Also some hosts are probably doing it as its Inifnity and he is fairly well known around LET.
Few shared hosting I used before that have been around for a while and is pretty financially sound are stablehost and Turnkey internet. However I don't think any of those have annual plans under 8USD though.
Well let me ask you this instead: how much do you want to pay and on what term?

Have you considered myfreecpanelsharedhosting.com I know it has the word free in it but it is not operated like a free host at all and there are paid packages for a lot less than $8 p/year.
It is also running NginX as a front end proxy to keep things nice and fast.
I could also offer you something like that cheaper in the UK as well if your looking for multi location.
