I know soft ether can do all kinds of VPN, but I never saw an option to do VPN Over ICMP

It's impossible, I think what you want is to run vpn on different port.
I know. I am using OpenVPN over ICMP . Check out PD-Proxy. But I'd prefer my own server as a proxy not others.
I have terminated Verizon FIOS service at my home. But later I found out that they did not physically disconnect me. They only block TCP/UDP in their Firewall. But they allow ICMP. So I can ping but not able to open any website. So, VPN over ICMP is what I am playing here.

I wouldnt do it. ICMP is monitored and if they see a spike they'll start looking at it and then you're caught stealing service.
you can use ptunnel, but ptunnel will use CPU 100%
