As long your /29 is originally assigned by LIR to one country (ie. Australia), it won't help with Japanese local services if you announce /48 from this /29 to the other country (ie. I don't blame you anything, with IPv4 shortage it is what it is and plenty LEB/LET hosts do that nowaday (I have the same issue with hosthatch, hostsailor, virmach NL, webdock FI, etc... IPs).
I would just appreciate if hosts would use their own Test IPs, instead of those local from dataceters, to get the real picture what we're purchasing.

nope, we don't charge anything for refunds.
depending on the payment method non refundable charges are deducted.
This case might be paypal as they don't refund fees.
