ConfigServer's Spam monitor feedback?
I am planning to buy ConfigServer Services's Outgoing Spam Monitor https://www.configserver.com/cp/osm.html to counter spam on a cpanel server. Anyone has experience of this? Does it work efficiently?

It works, but it no longer offers a great deal of options that aren't already included in cPanel now since they've added a lot more features targeting anti outbound spam since the inception of OSM.
Ultimately if the budget is there to offer such service to your clients, MailChannels would be the solution to massively increase outbound mail deliverability and allow their filters to do the footwork.

Go mailbaby and don't pay mailchannels x4 the price for the same thing.
If you contact their sales, they have a much cheaper entry level plan not displayed on their website for 10k mail/month iirc if that fits.
