Relatively speaking, is there any possibility at all, one in the entire universe.. that with these requirements it could be something else than the user just lying? Is there something else with that needs this, other than spamming?

Kiddie hosts might. And, if a customer like OP pays in cryptocurrency, even better since refund isn't a thing with that.

jar makes fun of spammer for using scraped/stolen lists or something and making thread on LET asking what hosts allow list cleaning - at this point the spammer is a dozen LET ban evasions in already

Ha Ha Ha! First and Last post but BTW for emailing we are using AIT servers really fast and allow you to use PORT 25 but spamming is not permitted anywhere at all.
SpamHaus not regulated by Hosting providers so yes they do care about listings IPs in their Databases
We can offer no Spamhaus, no 25 port block, no blacklists with 99.9% downtime ( Yes, correct )

If you don't receive any offers in private, you will be ignored by most providers in the general tab. LowEndTalk is not a place for Black Hat conversations; there are specialized forums on the subject.
And one more thing, even if I find a forum for the subject; you won't find a Spam provider easily; at least one DMCA is ignored. If you want something for the 2, there are "shielded" server providers, but you won't find anything satisfactory for a really cheap price!

Edit: Ignored DMCA Providers are also concerned about their blacklisted IP's, even if they allow one, they often won't allow the other.
