I am trying to renew a domain which has just expired and somehow cloudflare is unable to process the payment.

Is there something messed up in paying via Paypal with Cloudflare?

    I haven't contact them yet. I just want to know if others have experienced this problem.

    They should've been your first point of contact regardless if people here have experienced the same problem or not.
