Why not use their ticketing system?
Then you should wait for support to respond. FWIW, my VPS with them in DUS, DFW and LAX are all up and OK.

Their admin panel seems to be working too, which for me is https://my.virtualhosts.de, not sure what is expected on the 'down' URL in the OP.
There are no known issues at the moment. We've just removed the A record for ultravps.eu because of some DDOS attacks against our website last weekend. Please use https://www.UltraVPS.eu instead.
As for your VPS: That's a different issue. Since you've already opened a ticket, we will have a look into it shortly.

After a period of disconnection and network instability (from the results of the ping.pe website and the status of my own SSH), my server is now ready.
I followed your prompt: reboot into rescue mode and do nothing, and then reboot into the system, the previous normal state is restored
