You checked Odoo out?

You can try for 15 days and then decide if you want to use their hosting or you host it on your own (https://www.odoo.com/page/download) (compare OS with Ent. https://www.odoo.com/page/editions).

Most of this stuff is priced per user. How many users do you need? Have you looked at Zoho?
