They are notorious for protecting Parler, but they have little to do with this. DDOS-Guard acquired Latin American IP through a Belize shell company, and LACNIC considered it as abuse.

Looking at this, I have a question. Just like DDOS-Guard, I've often seen buying IPs through RIRs that are different from the company's jurisdiction. For example, Flokinet and Novogara are European hosting provider, but they have a legal entity registered in Seychelles. And both registered the IP space through ripe.

When using an offshore company, is the RIR based on the jurisdiction of the legal entity or the actual physical location?
