1) Figure out who your potential customers will be
2) See where they like to hang out or look for stuff
3) ???
4) Advertise

The better answer is:
1) Find out what problems others have that you can provide a solution to.
2) Figure out how they try to solve that problem
3) Advertise so they have to spend less work finding a solution, because you have it for them
4) Everybody wins

Forums may be taken in account, if advertising price is adequate. Considering someone even manages to sell s**t literally here, adds must be working. And providers being on duty 24/7 on LET means the same. Even bigger players.
