This is why it's cheap: this CPU is so old that it doesn't even have SSE 4.2 instructions.

Last time I encountered this CPU, I was wondering why my app is throwing illegal instruction error.
It turns out that one of the libraries I'm using contains assembly code that depends on SSE 4.2.
Since then, I run away from Opteron.

I think that they don't offer Octa-Core servers or IPV4 addresses.

Maybe not but server4you certainly does right down to the same datacenters in DataDock (Strasbourg) and DataPort (St. Louis). Also your website doesn't have a TOS, AUP or Privacy Policy listed nor does your client area.

For you buddy:

This part only applies to direct resellers (i.e. "reselling another company's VPS line"), not to people "renting out VPSes on a dedi".
If you wish to offer re-sold stuff, contact the staff prior to posting your offer to get permission.
Only cases where choosing you over the original seller is a significant advantage will be considered (access to extra-cheap deals, language barriers etc).
You must make clear in your offer post that you are a reseller, and who you are reselling.
Reselling is only allowed for VPS/Dedicated servers. Reselling "shared hosting" is not allowed. Selling "reseller hosting" is allowed.

Is in the rules, and things you have given, and technology that you use matches servers4u
The test ip you have provided is a ip from GoDaddy, and servers4u is a godaddy brand.

If it is Server4U's virtuoso line then you might be stuck with an old Linux distro: https://www.server4you.net/virtual-server lists only up to Debian 8 (past its EOL) and Ubuntu 16.04 (due for EOL this April). There is the option of CentOS7 - still old and past mainstream EOL last year, but due to get security updates for a while yet.
