I don't use dedicated servers so not familiar with which providers can offer Netherlands.

Should double or 3x the budget.

I think should look for VPS. This will get you good VPS which may fit needs as well

Since your budget doesn't even cover power costs in Europe for a dedicated server, besides some low power Atom CPUs, I wouldn't expect any serious offers, except if you can at least double your budget.

There are cheap Atom dedis by Online.net (Scaleway) in their NL datacenter or resold by OneProvider. But every serious good quality VPS will outperform those boxes easily.

So depending on your use case it will be better to grab a powerful VPS instead of a low-power Atom dedi.

Is the location a hard requirement? You won't find much with that budget without loosening up on some specs.

If not and you can stretch the budget by a few euros, you can get Hetzner. OneProvider also has some good low end dedi offers, all else fails you can turn to ABCVG.
