-512mb ram
-1 cpu vcores
-200gb to 500gb traffic
-3 to 5gb ssd
-no more than 20$ / year

I can vouch for @starservices and maybe Ant got something too (inceptionhosting). If you are eligible, maybe NanoKVM could be an option too, but I don't know how @Neeon handles vpn currently, or how the current location stock is.
For NL you could maybe try @HostSlick (don't know about KVM), oh and if've heard good stuff about @AlexanderM ( HostUS, tag corrected).
Generally, in these three locations are a ton of providers! So there are definitely multiple that fullfill your request.
