Looks like Level-3 / CenturyLink is having a major service outage starting a little over two hours ago. This will affect non-customers, because it includes their popular public DNS servers, e.g. 4.2.2.2

UPDATE: 14:22 UTC - Looks like some connectivity has just been restored. But still LOTS of issues.

    Exactly.
    It is affecting other carriers too also now.

    As of about 30 minutes ago, it looks like all services have been restored. Making the rounds on the news sites.

    Google too, including the 8.8.8.8 resolver the whole internet relies on.

    @jh Lots of internet services are getting incorrectly blamed. I happened to be using both Google (8.8.4.4) and Cloudflare DNS (1.1.1.1) while Level-3 was down. They were working from here. When a big transit provider goes down, the problems are everywhere/everyone.
