Yes, there are internal whmcs licenses that are cheaper than regular ones.
WHMCS and Virtualizor are two different kind of software and their pricing is different. So you can't get WHMCS at very low price like virtualizor.
Few provider do provide WHMCS with their reseller package but I'm not sure if you can buy only WHMCS from them
If you have low budget then I would recommend to get a shared hosting from a provider like us or Nexusbytes etc and get a free copy of Blesta billing software.

Only way you’re likely to find it cheaper is ordering a reseller package and having WHMCS included. Unfortunately gone are the days where you could resell licenses and not have to combine it with a reseller package within your network.

It's true. Iam using it.
Resellerclub, domain racer etc offers with 3 year payment. Genhost needs yearly payment. But it's skynet who gives it for $8.95 and iam almost idling that 10gb space except my own installation.
They have done that for quiet a while. Surprisingly they still alive somehow.
The bulk pricing (100+ licenses) for WHMCS is $7.2 per month per license, so they can still earn $1.75 each month.
You can get it cheaper only as an internal license with reseller hosting where WHMCS is included in price of the package.
However if you are willing to consider a WHMCS alternative such as Blesta or ClientExec then those can be had for much cheaper.
@SkyNetHosting owner won price money from a bank i believe years ago. I think he used that as capital and he probaby buys whmcs lic in huge volumes hence the huge discount
But you only accounted for the cost of the license, not including the reseller hosting package. Then they still give 75% off on the 1st month.
It'll be a break even base package to encourage sales and then hope that customers upgrade in the future, 10 cPanel accounts won't get you very far. It's also worth considering that not everyone will take advantage of the free WHMCS offer as well so they'll be considering that in their pricing no doubt.
That's a valid point. Still very cheap if anyone is looking for a WHMCS license.
