You might want to look at servers with desktop CPUs. These usually have an integrated GPU, which might fits more than just a good CPU, depending on the purpose.
We did some testing a while ago for this, for one of our customers, and we found a much better software. OBS doesn't seem to work very well on a VPS with just a CPU. I believe OBS excels when using a GPU. Other software helped our customer do what he wanted for much less.
At $50 per month, I'm honestly not sure you will have satisfactory results, but...
With our "SSD8G" package that has 4 cores and is $40/mo, it worked; it wasn't buttery smooth. The customer was trying to just stream pre-recorded videos to Youtube. I don't know, it's possible it was an isolated case because he was also using the Linux version, but my guess would be that you need 6 to 8 cores if it's around 2.5GHz or maybe 4 cores if it's 3.5GHz. Tack on the Windows requirement as well as relatively high bandwidth requirement, and maybe your best bet would be BuyVM.

Strongest CPU under 50 euro is going to be AX41-NVMe in Helsinki, by far. You would just need to figure out the Windows installation.

we use virtualized GPUs in the VM using mxGPU AMD technology
based on very fast reading it seems OBS do support AMD cards but they are talking about encoding not being supported here

So check with them if you can use all the features you want from OBS using mxGPU driver and if you can this will be cheaper option than getting a dedi

Pretty good solution. Did you install Windows fast? What were the mistakes?
Installation took no more than 15 minutes without any problems. I had some worries there may be trojans/backdors in this Wndows template so scanned it deeply. It seems to be clean. The only issue was that C:/ partition was only 15 GB by default, you need to extend it. Updates without any problems. But as i say i have an original serial number.
Yes, of course it is better to download the OS from the official Microsoft website. Did you manage to increase drive "C"? There is a convenient program "PartitionMagic" for this.
