Looking for a small Unmetered Bandwidth VPS (DDOS Protection required) to be used as a proxy located in the NL. I'm looking to pay around $5/mo.

Any that are DMCA relaxed or something? Or let the client handle DMCA's.

You already said you don't allow proxies.
    :/

We do allow private proxies and VPN's.

You don't seem to let client's handle their own DMCA Complaints and said you instantly suspend the service no questions asked.

What are you planning to do with it?

Where The Netherlands once was pretty relaxed about (for instance) torrenting, it has been outlawed for some years now. Uploaders have been convicted and some movie distributors have also gone after people just downloading a film.

So if it’s for up and downloading copyright protected material. I’d advise you to go somewhere else. Switzerland, Iceland, maybe Luxembourg (slice!).

The seedbox scene is still pretty much located within France and The Netherlands nowadays, with Canada and Finland to a much lesser extent. Some of the biggest topsites for the warez scene are also located in dutch datacenters while one big and reputable hosting provider was even born directly from the warez scene. Your country also hosts a multi-tbps network dedicated to pirate streaming, which is the biggest "pirate" autonomous system by traffic in the world. Some of the biggest/shadiest DDL hosters are also hosted in The Netherlands within networks exclusively dedicated to hosting pirate content.

It is common to have big differences between domestic ISPs and hosting providers treatment and The Netherlands is no exception. With that said most dutch ISPs will indeed not be willing to host a pirate reverse proxy which is what the OP seems to want.

Switzerland is stricter than NL, Iceland is badly connected and strict. Eastern Europe and Central Europe are the places to be, generally speaking.

While it is legally no longer allowed here, a law suit between Ziggo, the one of if not the largest ISPs here, and copyright protection agency and film producer themselves Dutch Film Works has ruled that ISPs do not have to share who is behind their IPs.

Given the concept of jurisprudence, any other Dutch ISP (albeit a small web hoster) should not have to give in and can simply call it a day based on this previous law suit. That said, it should obviously moreorless replicate this case. (Disclaimer: am no lawyer, don't blame me if DFW gets up your arse)

See: https://www.rechtspraak.nl/Organisatie-en-contact/Organisatie/Gerechtshoven/Gerechtshof-Arnhem-Leeuwarden/Nieuws/Paginas/Hof-Ziggo-hoeft-geen-gegevens-van-downloaders-te-verstrekken.aspx (In Dutch - so use Google translate if you are unable to read this wizardry).
