LowEnd Providers in Indiana, Michigan, Ohio or Kentucky?

These 4 states don't seem to be common for low end hosts. Are there any known providers in these locations? I know AWS is in Columbus, but thats about the only one I know of.

Not completely true.
Indiana has some cheapish providers in the South Bend region.
Sweden, Norway, Latvia, Turkey, Lithuania, Czech and Estonia have Bacloud, UGB.ee, PoliSystems(?), FreeRangeCloud, Hostigger, Aruba, SkylonHost and Trabia.

5 euro is less than 7 dollars, and 49 euro is less than 84 dollars, so, yes, most offers are LowEnd.
Just saw your thread, created in 2018. You were looking for a low end VPS just like Hetzner CX11. So it's 2.5 euro/mo, man. CX11 is lowend, not the 256MB RAM VPS for 5 euro/mo. Agree?
Hetzner and a few others like them set the highest bar for LowEnd - when dealing with exotic locations, you can't expect anything near that, from a value for money perspective. The only rule for being considered LowEnd is price can be at the most 7 dollars for a VPS, and 84 dollars for a dedi. Finis.
