Why aren’t you able to order from http://whmcs.com directly? The starter license is only $15.95.
The alternative thing to do is look for a reseller package which includes WHMCS. You may be able to pick one up cheaper doing it that way.

For one month, you can get for less than 2 bucks from Skynet. From second month onwards, you have to pay just less than 9 bucks.
When @op says "any one have to sell". That implies he wants to buy one not get it as part of his vps, etc.
I would recommend just buying directly from WHMCS their prices are reasonable.
