Need clean IP with port 25 open (understand some people block to control bulk mail, spam etc, fair enough. I need ability send small amount of legit mail).

SES/Mailgun/Sendgrid is not an option in this case and there is no way of telling if any provider on serverhunter.com does not block port 25
How come? For small amounts of mail, it's much cheaper and offers way better deliverability.
That's correct, you'll have to verify that with whichever provider you'd like to go with. Most providers I know will open the port if you open a ticket and provide justification.
