If you are paying via Paypal, DO NOT enroll in subscription payment. Else when cancel the VPS in the future, you must remember to cancel the subscription or you'll be automatically charged. If you got a multi-core VPS, watch your steal time closely. These tend to be pretty packed.

Fairly obvious advise by now but thank you for mentioning it. It is good practice to check all subscriptions and cancel them also when cancelling a plan.
What is steel time? Do you mean steal? And what tends to be pretty packed? Our E7?
Are you currently on our E7 and care to share the output of top?
If not, then I have no idea what you are talking about. Packed? I wish!

To really keep track of it you need to use a real monitoring service, not a 1 minute in top/htop. The information will give you early indication of an over-provisioned host. Server performance tends to go down over time as the host add more VPS.

Nothing against Hostdoc, just my common observations. This is especially more likely in multi-vCore offering as the hypervisor is more efficient with single core VMs.

I'll purchase if I can upload iso directly myself and have VNC console. The offer specifically states no VNC console.

Now I understand your confusion. "NoVNC" is the name of the VNC Console (notice there is no spacing between "No" and "VNC"). So trust me that VNC Console is supported.

NoVNC is much better as it doesnt require the old Java Applet which is no longer supported.

Looks like the Doc is mixing Latin (Non) with English (None) but the message I guess is clear. Unless the last line of his message applies:

Plans not paid for within 5 hours of reserving the stock or that fail fraud will be cancelled and added back to stock.

      Note:
Another explanation for the missing 'e' from None could be possibly found in this post here by @raindog308
