I think http://yourserver.se do BGP for Latvia and Sweden - but not 100% sure on this one.
For vps it's really dificult but for Dedicated server you may contact reliablesite for their dedicated servers.
Vultr lets you do BGP, I don't know if they have those locations but they have some relatively nearby

Not quite Sweden, but we can do VPS' in Norway with BGP. We have a $15/yr deal for 512MB/15GB HDD we have been selling in the past.

can I ask what is the use case of vps with BGP session ?
do you announce your IPs from the vps and GRE tunnel them to your main bgp session to gain DDOS or any other feature of the host network ?
Yes, why you need it? It is very simple to do, but nobody wants abuses, spam etc...

good use case although it does not explain some of the request we get for a vm with alomst no cpu,ram ir storage (actually one was asking for 512mb ram vm ) . as vm with this specs cant host any thing signifant that need anycast ips and bgp session
I run an anycast geodns system with https://github.com/abh/geodns, it uses <128MB while serving tens of thousands of requests.
