I haven't found anyone willing to lease me a IPv4 block for the prices or term I wanted so I broadened my approach to fit something someone I hope has available. Did I do something wrong? If I have please tell me, I will remove the post.
That is because
1) your initial request was on the lower end of the spectrum for ipv4 pricing.
2) the larger the network block/subnet, the more likely you will need to agree to a long billing/contract term.
3) the larger the network block/subnet the morel ikely it is that you will be asked for technical justification,...
4) your account has little to no forum postings/reputation/... therefore you are likely to see LIR's being cautious about the whole thing.

All IPs are perfectly clean and it is expected that you keep it that way!
