You'll find some active LIRs to lease IPs from in this thread (I myself currently have 1x /23 in stock, more upon request).
Rule of thumb: If you don't know what an ASN exactly is, then you usually do not need one.
Or: As soon as you hit the point where it is required, you'll know.
When you are going to peer with at least two upstream providers (which is also required to justify for an ASN), you need an ASN for the BGP sessions.
Otherwise simply let your datacenter/network provider announce your IPs and let them route it to your router, firewall, l3 switch, vlan, server, whatever.

How much would it cost to rent a blacklisted /24 in RIPE zone? I don't need to email or anything so it doesn't really matter as I only really intend to use it for learning about BGP in the real world for a uni project.

Or just use IPv6 instead. You can get a /48 IPv6 subnet from any LIR quite cheap (much cheaper than IPv4). Except the fact that the addresses look a bit different, there is no significant difference between IPv4 and IPv6 regarding BGP and routing on the internet. Especially for learning purposes I'd recommend using IPv6 (or using something like DN42 as already mentioned).
