I'd guess within that tiny budget a NAT storage box will be the only way to go.
However the mentioned Wishosting offer is hosted with Hetzner which OP excluded.
"Regular" other offers like UltraVPS are more like 5 EUR/TiB (incl. German VAT).
In case you should find a dedicated with 8 TB capacity useful, Dacentec occasionally has some of their 25 USD servers in stock.

We should have our London/Chicago deals up on Friday. 3 TB @ $7 with very good disk/network performance (people who bought Chicago storage a few months ago can possibly testify to that).

I'm curious - is this for a seedbox / transit system ? Or are there processes you would need to install on the system such that you need an actual VPS you can administer as root, etc. ?

The fact that you need 4TB of storage on the system leads me to believe you're doing more than just transit ...

I am toying with the idea of introducing a "transit" product at rsync.net based on rclone, which is built into our environment ... but I need to do the math on our bandwidth and figure out what it means to have people use very little storage, but lots of bandwidth ...

Simply a private cloud where I can throw all my sh*it and that of my colleagues, the bandwidth will be basically used only the first month, after I will use maybe 100-200 GB just to download something.

It would be sweet, if you could hold stock for the LON specials for a couple weeks.
A lot of re-balancing of hetzner and online.net dedis can be done in that decision period 😅😅. (sep 19 deadline for online.net cancellations )
