Marketing Email Sending Provider

I have about 10-20K subscribers and need to send them marketing emails monthly. I am looking for a provider which can import my own subscriber list, and has highest delivery rate(especially targeted to China)with cheapest price.

Any provider to recommend?

Don't use VPS for spam for god sake
