Prevent them from signing up in the first place.
For most panels, this type of monitoring should be built-in as well as options to restrict things like email traffic.
Most hosting panels have tools for this where you can set hourly email limits etc
Yeah I think you are thinking of Cpanel. I forgot to mention, this is VPS (via solusvm) :P

EDIT: @gwnd1989 the only bad thing about https://vpsantiabuse.com/ is that it does not support kernel 3/openvz 7. I guess I am going with your option anyway :P
